Under this program, members of the armed forces, including active duty members of the United States Army, Navy, Air Force, Marines, and Coast Guard, active members of the national guard and reserve components, service academy and Reserve Officer Training Corps (ROTC) cadets, transitioning members of the armed forces (within 6 months of separation date), retired members of the armed forces, and currently employed Department of Defense civilians, regardless of service affiliation are eligible for training, review and reference materials, as well as all ATAB certification programs at a reduced rate.

United States Navy Credentialing Opportunities On-Line (Navy COOL) Program

ATAB certifications are currently available through the United States Navy Credentialing Opportunities On-Line (Navy COOL) website at https://www.cool.navy.mil/. The Navy COOL program provides funding for enlisted personnel to obtain civilian/industry licenses and certifications related to their military ratings, jobs, designators, and occupations. Many licenses and certifications are widely-recognized in the civilian sector and oftentimes provide a distinct advantage when seeking employment opportunities. Navy COOL was developed in coordination with the Departments of Defense and Labor as part of the Navy's inventory of blended training solutions.

ATAB provides credentials for Certified Anti-terrorism Specialist (CAS) and Certified Master Anti-terrorism Specialist (CMAS), as well as advanced, specialized credentials as a CAS-Physical Security Manager (CAS-PSM), CAS-Maritime Security Manager (CAS-MSM), CAS-Cyber Terrorism Responder (CAS-CTR), and CAS-Information Technology Manager (CAS-ITM) to US Navy personnel under the Navy COOL program through certification examination of specific knowledge, skills, and competencies required to understand and combat the threat of global terrorism. ATAB evaluates candidate applications based on individual qualifications acquired through education, training, and experience, and only awards certifications to US Navy personnel who meet proficiency standards as set by the International Society of Anti-terrorism Professionals and the ATAB Board of Directors. These certifications are voluntary, and US Navy personnel are evaluated through examination against predetermined standards of knowledge, skills, and competencies associated with the war against terrorism.

US Navy personnel in grades E-5 through E-9 with rating in any of the following communities: Security, Intelligence, Cyber, Surface Combat Systems/Operations, Special Warfare/Special Operations, and at least four (4) years experience in the field of terrorism detection, deterrence and/or response are eligible for the Certified Anti-terrorism Specialist (CAS) program. Other US Navy personnel may also qualify for the CAS certification with the approval of the Navy COOL program and ATAB. US Navy personnel meeting the “Qualifications for Certification” criteria under the “CERTIFICATION PROGRAMS” page are eligible for the Certified Master Anti-terrorism Specialist (CMAS), as well as advanced, specialized credentials as a CAS-Physical Security Manager (CAS-PSM), CAS-Maritime Security Manager (CAS-MSM), CAS-Cyber Terrorism Responder (CAS-CTR), and CAS-Information Technology Manager (CAS-ITM) programs.

ATAB reviews and evaluates each Navy COOL application and determines the candidate’s current level of knowledge, skills, and competencies. These assessments are not designed to evaluate mastery of any specific training program, class, course, or seminar, and ATAB is not the sole source of any education or training that is required for ATAB certifications. Rather, ATAB evaluates each application on its own merit against specific criteria. Upon notification by ATAB of favorable assessment, US Navy personnel may request certification examination or a waiver of certification examination.

Preparation for Certification

ATAB Emergency Response Manual and Reference Library – A comprehensive set of resources, including the ATAB Emergency Response Manual, and Reference Library, is available to candidates to assist in the preparation for the certification examinations. These self-study training, review, and reference resources consist of more than 50 MS-PowerPoint presentations, and over 800 manuals, guides, and other reference materials. These resources are strongly recommended to adequately prepare candidates for certification examinations, but purchase of the self-study training and review manual and/or the resource library is not mandatory.

Credentialing Process Using Navy COOL Program Funds

US Navy personnel interested in ATAB certification programs should: (1) go to the Navy COOL website at https://www.cool.navy.mil/, (2) download and complete the Navy Voucher Request form, (3) obtain your Commanding Officer's signature on the Navy Request Voucher, and (4) submit the completed and signed Navy Voucher Request form to the following address:

The Navy Credentials Program Office (NCPO) will review your application and determine your Navy COOL Program eligibility. Upon favorable determination, the NCPO will send you an email response containing your approved voucher. The NCPO will process and pay the applicable fee for the selected certification. Upon receipt of payment, ATAB will provide detailed instructions to the candidate, including how to submit your membership application, how to order the self-study training and review manual and resource library, how to apply for the desired certification examination and when applicable, how to apply for a waiver of experience and/or waiver of the certification examination. Upon receipt, ATAB will review, evaluate, and assess your qualifications against ATAB minimum qualifying requirements. Candidates successfully passing the certification examination with a score of 75% and above will receive designation as a Certified Anti-terrorism Specialist (CAS), Certified Master Anti-terrorism Specialist (CMAS), CAS-Physical Security Manager (CAS-PSM), CAS-Maritime Security Manager (CAS-MSM), CAS-Cyber Terrorism Responder (CAS-CTR), or CAS-Information Technology Manager (CAS-ITM), as applicable, indicating that the candidate successfully meets the performance, proficiency, and other standards set forth by the International Society of Anti-terrorism Professionals and the Anti-terrorism Accreditation Board (ATAB).

United States Army Credentialing Opportunities On-Line (Army COOL) Program

The United States Army Credentialing Opportunities On-Line (Army COOL) Program helps soldiers to qualify and obtain civilian certification and license requirements related to their Military Occupational Specialty (MOS). Army COOL provides extensive career information such as job title, nature of work, working conditions, job outlook, and earnings that allow soldiers to compare civilian jobs that are similar to their MOS. In addition, Army COOL identifies certifications that are directly related to the MOS or are related to a particular skill set acquired through MOS training and experience, and additional certifications that are also related to the MOS, but are more advanced or specialized and therefore require additional education or training. ATAB does not currently participate in the Army COOL Program, but welcomes Army personnel that meet eligibility requirements to apply for ATAB training and certification programs at a reduced rate. Members of the National Guard and Reserves

If you are a member of the National Guard or Reserves, you may be able to receive GI Bill reimbursement for licensing and certification test fees. Qualifying members of the National Guard and Reserve are eligible to receive GI Bill reimbursement of up to $2,000 per test for licensing and certification test fees. For more information, and how to find out whether you qualify for this benefit, please contact the Department of Veteran’s Affairs office nearest you.
